Unfortunately a change in Senate rules currently being considered would have the opposite effect. It would allow one side - whichever happens to have the majority - to run roughshod over the other. It would eliminate the incentive brilliantly established by our Founding Fathers to allow both sides to have a voice in the debate and to find solutions for our country. Changing Senate rules could impact all Americans, particularly those who live in rural states like Nebraska. Earlier today, I spoke on the Senate floor about the impact these changes could have.
