Protecting Our Children

Last week, the President signed into law the Child Protection Act of 2012.  I was proud to co-sponsor this bipartisan piece of legislation that will help law enforcement agencies crack down on those who abuse and exploit our children.  The law imposes tougher penalties for the possession of child pornography — increasing the maximum amount of prison time for convicted pedophiles.  It also requires federal judges to issue a protective order for child witnesses who are harassed or intimidated by attorneys on behalf of their abusers or traffickers.  Finally, the law authorizes the U.S. Marshals service to issue administrative subpoenas to obtain time-sensitive documents in their investigation of fugitive sex offenders.

Law enforcement agencies need tools to crack down on the most vile criminals — child sex predators and traffickers — in order to protect innocent young people who fall victim to these heinous crimes. This law will provide them with these tools.  I'm pleased that members of both parties were able to work together on this commonsense piece of legislation.  I hope that members of Congress will continue to join me in putting the greater good of our children before political party.

Justice for Victims

Scott Berkowitz, founder and President of RAINN, presenting Sen. Cornyn with the "Crime Fighter" award.

I was humbled to receive the "Crime Fighter" award this week from the Rape, Abuse, & Incest National Network (RAINN).  I've worked closely with RAINN to author the Sexual Assault Forensic Evidence Registry (SAFER) Act of 2012.  This bill would help eliminate the massive backlog of untested rape kits currently in the possession of law enforcement agencies across the country.  With estimates of the backlog as high as 400,000, it's truly a national disgrace.

Ultimately, the SAFER Act is about justice for victims.  It is unconscionable that these rape kits sit on shelves collecting dust while the statutes of limitation run out on the crimes that they could solve, allowing criminals to remain on the streets and depriving victims of the justice they deserve.  I hope that receiving this award will help direct more attention to this issue.  I commend the staff and volunteers at RAINN for the tireless work they do year-round, and I look forward to continuing to work together on our shared goals.
