This bipartisan, commonsense compromise closes the existing gunshow loophole and expands gun owners' rights. Senator Toomey (R-Pa.) and I are confident that if people take the time to read the details of this important legislation and not listen to those trying to distory what our bill does, there will be nationwide support. The Public Safety and Second Amendment Rights Protection Act WILL NOT: The bill will not in any way, shape, or form infringe upon anyone's Second Amendment rights to keep and bear arms. The bill will not take away anyone's guns. The bill will not ban any type of firearm. The bill will not ban or restrict the use of any kind of bullet or any size clip or magazine. The bipartisan legislation expands existing background checks to all advertised commercial sales, including gun shows and online sales - a loophole easily exploited by criminals and the mentally insane who have inflicted unimaginable violence on our society. The proposed bill bans the federal government from creating a registry, protects veterans' rights and creates a commission of non-elected experts in their fields who will study the causes of mass violence in the United States, including mental health, guns, school safety and portrayals of violence in the media. This broad approach is absolutely necessary to truly address our culture of mass violence. On Thursday, the Senate passed a bipartisan vote to begin debate to reduce mass gun violence. Although I do not support the Safe Communities, Safe Schools Act as it is currently written, I am eager to debate the important issues surrounding mass violence and improve it through amendments. I look forward to Majority Leader Harry Reid bringing our amendment to the Senate floor. If it passes, it removes Senator Chuck Schumer's onerous background check language and replaces it with the bipartisan, commonsense compromise we proposed. On Wednesday, Senator Pat Toomey and I introduced the Public Safety and Second Amendment Rights Protection Act. Manchin's Message from the Hill to the Mountains

Growing Up With Guns

I still remember that special Christmas when I was 10 years old, growing up in my small hometown of Farmington. There, under the Manchin family Christmas tree that year was what I wanted most - a .22 single shot rifle. 

My very own rifle, at last.

Nobody worried about me shooting my eye out, the way everybody did about Ralphie in that popular holiday movie, A Christmas Story. I may have been only 10 years old, but I already knew how to shoot - and shoot a real rifle, too. 

In fact, it seemed every kid in Farmington could shoot. Probably every kid in West Virginia, too.
