This substitute amendment, introduced by Sen. Chuck Grassley (R-Iowa), would have kept guns out of the hands of people who should not have them while respecting the Second Amendment right of law-abiding Americans. The bill would have protected private firearms transfers from mandatory background checks by continuing the practice of allowing firearms to be transferred between family members, neighbors and close friends without the need for FBI approval. It also included commonsense provisions to address the causes of gun-related violence. One of those provisions was a bill I introduced <iqs3.solutions.lmit.com/iqextranet/iqClickTrk.aspx johanns-iq&crop=18277.63459286.12267070.14749790&redirect=http%3a%2f%2fw ww.johanns.senate.gov%2fpublic%2f%3fp%3dPressReleases%26amp%3bContentRec ord_id%3d7659d149-735e-43e7-b133-e8d0698c7619%26amp%3bContentType_id%3db c82adff-27b4-4832-8fd6-aecbe3e7d8e3> earlier this year that would improve current mental health laws by ensuring law enforcement officials are able to help those with mental illnesses receive the services they need. We owe it to the victims of gun violence and their families to pursue policies that actually address the underlying causes of these atrocities. We also owe it to all Americans to protect the rights guaranteed by the Constitution. This amendment would have balanced both of these needs. Unfortunately, it failed to pass by a vote of 48-52.
