As a tireless advocate for Delaware's natural resources and the health of our communities, Collin was the perfect person to help our committee examine the Environmental Protection Agency's Clean Water Rule, which protects our nation's millions of miles of waterways from harmful pollutants. For Delaware, this rule is incredibly important, protecting the Delaware River and Bay from pollution occurring hundreds of miles upstream. Small amounts of pollution put into smaller waterways in Pennsylvania, New Jersey and New York flow downstream toward Delaware. In those places, these small amounts aren't a big deal for farmers or fishermen or anyone drinking the water. But when all of that pollution flows downstream, toward Delaware, it adds up. In the end, that accumulated pollution can have huge impacts on the health of our fish and wildlife, and the safety of our drinking water. <outreach.senate.gov/iqextranet/Customers/Sen_Carper/Reserve2.jp g> In creating the Clean Water Rule, EPA spent years examining the latest peer-reviewed science. They also held more than 400 meetings with farmers, business owners, local leaders and the general public in towns across the country. The EPA received more than one million comments on the draft rule � some with suggestions, some with specific challenges and some simply asking questions. Before issuing the final rule in August 2015, EPA responded to every comment. In the end, the EPA's final Clean Water Rule isn't perfect. Some argue it's too strong and hurts businesses. Others say it's too weak and fails to fully protect our waterways for our children and grandchildren. No one can honestly say, though, that EPA didn't do its homework. After years of analysis, discussion and rewriting, EPA took an incredibly complex issue and found a reasonable, workable compromise that I believe would ensure our children inherit healthy waterways in the decades to come. Unfortunately, last month, the president issued an executive order directing the administrator of EPA, Scott Pruitt, to reconsider the final Clean Water Rule and either rescind or replace it. Instead of accepting the smart compromise of the EPA, the president's action muddies the waters and threatens to walk back a smart protection aimed at helping downstream states like Delaware so we're not forced to deal with our neighbors' pollution. <outreach.senate.gov/iqextranet/Customers/Sen_Carper/Marsh.jpg> Collin explained the Clean Water Rule best yesterday when he quoted Wendell Berry and suggested we should adopt a 'Water Golden Rule' where you 'do unto those downstream as you would want those upstream to do unto you.' The EPA's Clean Water Rule, while not perfect, is as close to a Water Golden Rule as we've ever seen. It protects the drinking water of 117 million Americans � including every Delawarean. 100 Days of National Security Leadership
<www.actforamerica.org/> 100 Days of National Security Leadership Dear Unity -- Over the last eight years Americans watched as the security of the United States declined. We watched as innocent civilians, both at home and throughout the world, have been brutally attacked and killed in the name of Islam.   Chattanooga. Fort Hood. London. Boston. Orlando. San Bernardino. Paris. We watched as American lives were put at risk by weak and misguided policies that supported the Muslim Brotherhood; caved to Islamist regimes and dictators; tied the hands of U.S. law enforcement; and drastically weakened our military.   We watched as our nation became weaker, less respected, and more dangerous with each passing day. We hoped for a change. And on November 8, 2016, we said “enough is enough” and instituted that change by electing Donald J. Trump as our 45th president.   President Trump has promised the American people that national security will be a top priority, and during his first 100 days in office he has shown the world that he means business. The job ahead of him won’t be easy, especially with an unprecedented level of hate and vitriol by the mainstream media, all groups on the left, and even some within his own party. But to the voters watching, how refreshing.  A president that can look past such distractions and get to business; a president that means what he says, and does what he promises. Though there is much work to be done, by his 100th day in office this Saturday, President Trump has already taken much-needed steps to make our nation safe and respected again.  Some examples include: - Ordering a freeze on, and study of, immigration from areas compromised by terrorism; - Increasing the number of immigration enforcement personnel; - Standing firm with law enforcement officers; - Responding to a tyrant’s chemical attack against his own people, including women and children, by launching a targeted strike on a Syrian airfield; - Placing travel restrictions on countries compromised by terrorism; - Instituting new sanctions on Iran; and - Calling for an increase on defense spending, so that our military personnel have everything they need. As we noted, there is still much to be done to protect our nation and the democratic freedoms afforded to its citizens.  For example, It is far past time for the Muslim Brotherhood to be declared a foreign terror organization. It is far past time for Hamas front groups in the U.S. like CAIR to stop hiding under the guise of protecting Muslim civil liberties and called out for who they really are, and banned. It is far past time to stop money from hardworking American families from funding jihadists and their families. It is far past time to stop radical Imams from infiltrating our prisons and pumping hate into the hearts of the incarcerated. New steps forward as the work continues into 2017

Donna took a leave of absence from the University of Miami in order to join the Foundation in the summer of 2015. The outrage against Amazon funding Breitbart’s hate is growing inside the company. More than 550 employees have signed a petition demanding that executives stop advertising on Breitbart.^3 According to an email sent to Amazon CEO Jeff Bezos and Senior Vice President Jeff Blackburn, an employee asked Blackburn, "What is it going to take for us to stop advertising on Breitbart News?" at a March company-wide meeting.^4 Blackburn shifted the blame from Amazon to the third-party ad exchanges through which it buys its ads, but that seems a weak excuse given the enormous number of advertisers who have successfully cut their ties with Breitbart.^5 Amazon's ads on Breitbart are not the only troubling part of its track record when it comes to Trump’s dangerous agenda. In December, Bezos was part of a meeting between tech CEOs and Trump that helped normalize and legitimize Trump and his extremism. Bezos called the meeting “very productive.”^6 That same month, CREDO partnered with our friends at Muslim Advocates, Color Of Change, MPower Change, Courage Campaign, Democracy for America and more than a dozen other progressive and civil rights groups to demand that tech companies refuse to help build Trump’s Muslim registry. A government shutdown?
Friend -- Congress has just three days to pass a bill that keeps the government funded, or we'll be face-to-face with another shutdown. This White House should want Congress to pass a straightforward funding bill so we can avoid the disastrous consequences of a shutdown -- but instead, they've repeatedly floated outrageous demands. Just days ago, they insisted that Congress would have to provide funds for their misguided border wall if they wanted to keep the government open. But thanks to voices like yours, the administration seems to have realized that the American people won't tolerate their tax dollars being wasted on this wall and the cruel immigration agenda it embodies. We've made clear that this demand was a non-starter, and the administration has reportedly dropped it -- at least for now. But it remains to be seen what other poison pills might end up on the table.
