He is going to give state and local police military-grade weapons of war.^1 The Defense Department’s 1033 program transfers surplus military equipment to police. It has given billions of dollars' worth of tanks, grenade launchers and other weapons to local law enforcement agencies – including more than 93,000 machine guns.^2 In 2014, police in combat gear driving mine-resistant tanks violently confronted people protesting the killing of Michael Brown in Ferguson, Missouri. The national outrage and organizing, including from more than 100,000 CREDO members, helped force President Obama to dramatically scale back the 1033 program. Recently, police in St. Louis in full riot gear were chanting “whose streets, our streets” as they violently confronted people protesting yet another not guilty verdict for another police killing of a Black man.^3 But Trump, whose racist, xenophobic agenda depends on demonizing communities of color and unleashing law enforcement, wants to bring 1033 back in full force. Fortunately, there is a bill that would stop Trump’s dangerous escalation and help keep weapons of war out of our communities, the Stop Militarizing Law Enforcement Act. When police departments are armed with military-grade weapons and trained to use military tactics, they are more likely to treat the people they are meant to serve as enemy combatants.^4 In many communities, fully militarized SWAT teams routinely issue search warrants, terrorizing people in their homes and neighborhoods.^5 Police militarization also undermines people’s right to peacefully and safely protest. The hyper-militarized and clearly disproportionate police response to largely peaceful protesters in Ferguson is far from the only example. In the summer of 2016, Baton Rouge, Louisiana police responded to peaceful protests of Alton Sterling’s murder as if they were going to war.^6 Last fall in North Dakota, police in riot gear confronted peaceful Standing Rock protesters with armored vehicles, automatic rifles, sonic weapons, concussion grenades, pepper spray and beanbag bullets.^7 Surveillance devices like the Stingray, which can secretly download cell data and disrupt cell service, are also part of the 1033 program.^8 It is no surprise that Trump, who condoned white supremacist Nazi violence against peaceful protesters last month in Charlottesville, wants to further weaponize police, terrorize communities of color and stifle peaceful dissent to his hateful regime. That is why it is more important than ever to pass the Stop Militarizing Law Enforcement Act now. The bill would shut down the direct pipeline between the Defense Department and police, ban the transfer of a long list of military equipment, require extensive documentation and reporting, and prohibit the militarization of departments under investigation for civil rights violations.^9 Donald Trump’s extreme agenda has already emboldened law enforcement agents across the country, at the local, state and federal level. Chris Stewart, has introduced dangerous legislation that would allow development of utilities and roads directly through the pristine Red Cliffs National Conservation Area, which would threaten the endangered Mojave Desert tortoise and literally pave the way for a future of unmitigated development and drilling in this protected region. Rep. Stewart is moving quickly to pass this bill or quietly sneak it into a larger legislative package with little notice. We must act now to shine a light on this legislation and demand that Congress reject this attempt to seize federal land and threaten endangered species. A long-time climate denier and former CEO of an energy sector firm, Rep. Stewart has spent his political career working to hand over federal lands to the oil and gas industry.^1 During his 2012 run for Congress, he was called "Glenn Beck on steroids" and received significant funding from the Koch brothers and ExxonMobil while campaigning on the promise to allow drilling for fossil fuels on public lands, claiming "de-federalizing public lands is vital to a coherent energy strategy."^2,3,4 In Congress, Stewart has been staunchly anti-government and anti-public lands, supporting legislation to block the creation of national monuments and sponsoring bills that chip away control of federal lands — in order to give more access to the fossil fuel industry. In 2014, Stewart even seemed to sympathize with anti-government rancher Cliven Bundy after his extremist militia pointed loaded rifles at federal government employees.^5 If Congress passes his bill, the endangered desert tortoise will be under major threat, but Rep. Stewart doesn't seem to care much for endangered species, either. Since he was first elected, Rep. Stewart has waged a vocal campaign against endangered species, praised the de-listing of the grey wolf, introduced legislation to prevent the listing of the sage grouse, and even sponsored a bill to that would undermine the Endangered Species Act altogether.^6 It's abundantly clear that Rep. Stewart's legislation is another attempt to strip away federal control of public lands and hand it over to the fossil fuel industry for unfettered development. We can't let that happen. Not only does Bridenstine have no scientific training, he opposes research funding, parrots discredited climate denial myths and wants to rewrite NASA's agenda. In 2013, he claimed that global temperatures had stopped rising^1 – a popular right-wing lie based on cherry-picked data.^2 But even now that 2014, 2015 and 2016 were the three warmest years on record,^3 he still does not acknowledge the scientific consensus on climate change. Bridenstine once introduced a bill that illuminates his twisted view of NASA's purpose. Currently, NASA's goals include "the expansion of human knowledge of the Earth and of phenomena in the atmosphere and space.”^4 Bridenstine's bill would have replaced that objective with “the expansion of the human sphere of influence throughout the Solar System.”^5 Bizarrely, Bridenstine wants to replace NASA's goal of knowledge with one of influence. Instead of actually understanding our physical world, he just wants to control it. But as we have seen with climate change and so much other ecological devastation, expanding human influence without bothering to understand it has disastrous consequences. NASA's pioneering satellites have solved mysteries about our planet's warming that no other research methods have been able to solve: * They measured the Greenland and Antarctic ice sheets, demonstrating that the sheets are melting an alarming rate.^6 * They tracked the shrinking of California's aquifers and rapid disappearance of groundwater in the state's worst drought in a thousand years.^7 * By measuring gravitational pull, they actually weighed the oceans to measure how much sea level rise is from melting ice sheets rather than heat expansion.^8 * In the aftermath of Hurricane Harvey, they have been tracking flood patterns, soil moisture and power failures all over East Texas.^9 All of this groundbreaking work helps us to understand our changing planet so we can predict and respond to future change. Yet Trump’s proposed budget would completely cut four Earth science missions aimed at studying different aspects of the climate system, part of a $102 million cut to NASA's Earth science program.^10 Given Bridenstine's willful ignorance about climate change, we can assume that he would happily support these plans. Indeed Bridenstine once actually asked Pres. Obama to apologize to the public for funding climate research,^11 and he misrepresented data in doing it.^12 The good news is that opposition to Bridenstine's confirmation is growing. Both senators from Florida, where NASA is an important part of the economy, have expressed concerns. Sen. Bill Nelson, the top Democrat on the science committee that will hold his confirmation hearing, said “the head of NASA ought to be a space professional, not a politician."^13 Even Republican Sen. Marco Rubio agreed, saying that it’s important that NASA “remain free of politics and partisanship.”^14 Most previous NASA chiefs have been scientists or astronauts. As an independent agency, NASA has never been led by a member of Congress in its 60-year history.^15 We cannot allow Trump to politicize and hamstring this agency now when we need its expertise more than ever. The Graham-Cassidy bill would: * End employer-provided health coverage for many Americans. * Eliminate subsidies that help middle- and low-income people purchase health plans. * Dramatically cut funding to support states’ Medicaid costs and allow states to impose work requirements on Medicaid beneficiaries, an attack that could leave millions of people with disabilities and low-income families without health coverage. * Give states the power to remove more expensive health services like maternity care from the list of essential benefits that insurance providers are required to cover. * Allow insurance providers to charge more and reduce the quality of care for people with pre-existing conditions. * Defund Planned Parenthood. * Increase health care premiums for seniors.^4,5,6,7 Graham-Cassidy would also replace federal funding for Medicaid expansion and health care subsidies with a state block grant that would shrink over time. The block grant gives states the power to design their own health programs but less money to run them. Many Democratic states like California, New York, Connecticut and Massachusetts expanded Medicaid under the Affordable Care Act, and the federal government gave them more funding to cover the cost of new and more Medicaid beneficiaries. Graham-Cassidy would force states to absorb the cost of expanding Medicaid and eventually roll back the expansion. By 2026, states that expand Medicaid would have 50 percent less federal funding to keep the program going.^8 Republican Sen. Rand Paul, who opposes the bill, has called Graham-Cassidy’s block grant scheme a “game” to take away federal funding from Democratic states.^9 It is also an insidious attack on the health care of more than 15 million low-income people covered under Medicaid expansion.^10 Senate Republicans claim they are just a few votes short of repealing the Affordable Care Act and replacing it with Graham-Cassidy, which is why we must speak out now.^11 [ act.credoaction.com/sign/Resist_GrahamCassidy ]Tell Congress: Do everything in your power to protect our health care. Warren noted: “Equifax’s initial efforts to provide customers information did nothing to clarify the situation and actually appeared to be efforts to hoodwink them into waiving important legal rights.”^5 The FREE Act would protect people from the worst of this behavior, by:^6 * Requiring credit monitoring agencies to provide credit freezes and do so for free, replacing patchwork state laws and banning credit bureaus from charging people to freeze information that was gathered without their consent. * Toughening credit freeze rules by mandating that fraud alerts last longer and have more teeth and blocking companies from selling your information to marketers even while you have a freeze on your account. * Demanding refunds on credit freezes and an additional free credit check for people who paid for a credit freeze after the Equifax breach became public or who want to check their credit but have already used their yearly free credit check. It was not that long ago that credit bureaus would investigate your political leanings, sexuality, medical conditions, drinking habits, and more to determine your “creditworthiness.” Being a person of color, a single woman or gay could hurt your credit score. During World War II, credit companies ran loyalty checks on behalf of the military. With technological advancements, computerized systems now vacuum up as much data on you as possible. From the beginning, credit bureaus have been an under-regulated, invasive corporate force helping to keep access to credit, and thus financial well-being, in the hands of the few.^8 In 1970, Congress passed basic rules to ban discrimination and insist on the right of everyday Americans to have input on how credit relationships – essential to modern-day commerce – shape our society.^9 The Equifax breach puts that tension back in the political conversation, and the Freedom from Equifax Exploitation is a first step to reclaiming our control over our personal data.
